Purpose of the position:
Providing support to WHO Country office team in the process of procurement of health products, medicines, equipment and other consumables in the framework of the project “Strengthening of HIV and TB national systems of prevention, treatment, care and support in the Republic of Belarus”
Background of the position and organizational context:
The position of Procurement Assistant is a short-term assignment. The Procurement Assistant works under the guidance and direct supervision of the Project Manager and in close cooperation with the WHO procurement specialists at the regional and HQ levels, provides effective procurement services to ensure successful delivery of all the intended outcomes and outputs in accordance with the approved Memorandum of Understanding and the Amendment to it, the Project Document (Grant confirmation) and within the approved budget and timeframes. Procurement Assistant ensures effective and efficient implementation of the procurement process and effective internal control mechanisms, promotes a client-oriented approach consistent with WHO rules and regulations and work in close collaboration with Global Fund to fight AIDS, Tuberculosis and malaria (the Global Fund), national partners, international/national experts and project staff for resolving complex procurement-related issues.
Summary of duties and responsibilities
• Planning, monitoring and analysis of procurement processes.
• Compiling and regular monitoring of the implementation of procurement plans.
• Placing orders with suppliers according to the required INCOTERMS.
• Organizing procurement processes, micro-purchasing, preparation of RFQs, receipt of quotations, preliminary evaluation of quotations, technical and financial evaluation, preparing protocols for contract awards.
• Tracking orders progress alongside the supply chain. Interaction with suppliers, obtaining and preparing a set of documentation necessary for receipt, customs clearance, and medical registration of products in the Republic of Belarus. Monitoring the quantity, cost, quality, and storage of goods.
• Coordination of payments for purchased products together with CO Business Operations Associate.
• Providing technical cooperation, including consultations, to local partners for customs clearance of goods shipped to them. Performing other related duties. Fulfilment of the duties in accordance with best practices.
Qualifications:
Education:
Essential:
Completion of University degree in pharmacy, public health, logistics, or economics.
Desirable:
Master’s degree in pharmacy, public health, logistics or any other related field.
NB: WHO only considers higher educational qualifications obtained from an accredited institution.
Experience:
Essential:
At least 5 years in procurement and supply management of health products.
Desirable:
Working knowledge of WHO rules and regulations is an asset.
Working knowledge of Global Fund procurement and supply management policies and procedures is an asset.
Working knowledge of HIV and TB programs is an asset.

Skills:
Advanced knowledge of MS software packages (Excel, MS Word, Power Point etc.).
